ordinary slowing as you drive over to the east bay. traffic is moving along well on i-880 in oakland here in both directions. also 580. when you get to the bay bridge we have a big crowd. this is just a little more than we normally have. this is maybe about 5 to 10 minute delay but it is there. 5:01. back to the desk. >> sal, thank you. this is day two of the teacher strike in the new haven unified school district. hundreds of teachers are expected back on picket lines today in the rain across union city and parts of hayward. ktvu's elissa harrington is in union city right now. teachers are demanding more money. you are right outside of james logan high school in union city. good morning, elissa. >> reporter: good morning. teachers are expected to show up at 7:00 apple and a press conference is planned around 7:15. teachers are also holding a rally at old alvarado park.

there is around -- teachers taking part in the trike with the new haven teacher's association. this is impacting 12 schools in union city and south hayward. teachers want higher pay and better working conditions. the union is asking for a 10% raise over two years, something district officials say they cannot afford. the district, instead, is offering a 1% raise and a one- time 3% bonus. more raises up to 1% are possible if the district gets more state funding. everyone is hoping the strike does not last too long and the last day of school is june 13. >> we hope it will not go three weeks until the end of the year. we are putting plans in place to see how we will handle grades toward the end or garages. >> we don't ever want to leave the students behind. we want them to know we support them even when we can't be

present in the classroom. >> reporter: school is is still open with administration filling in for striking teachers. elissa harrington, ktvu fox 2 news. new this morning police in new zealand filed a terrorism charge against the man arrested for a deadly shootings at two mosques. if he is convicted of terrorism he could get life in prison, the first time new zealand used the terrorism law passed after the september 11 attack. he also faces 51 murder charges after another one of the shooting victims recently died. here at home happening today danville police officers will be at the campus of diablo vista middle school because of a threat. a student found threatening graffiti in the girl's bathroom at the middle school. it read quote shooting tomorrow. my brother said 5:00-21-19.

a vote today could force two restaurants with famous san jose brands out of the international airport. city leaders are set to shot on new concession contracts at the airport and they donned include two local favorites, san jose joe's and the brit. they may no longer have a presence in the airport. the airport spokesperson says travelers are seeking a mix of international and local flavors. they are looking at 14 new

than what forecasts worried about. in fact, classes are back in session in public schools in oklahoma city and tulsa after she were closed yesterday. president trump is approving a major disaster declaration for california's areas effected by flooding from this year's winter storms. and the money will be available in areas affected by the flooding, landslides and mudslides from february and march. the area set to receive those funds include amador, butte, morin and napa counties. the benecia police department is asking for the public's help to find a man suspected of trying to pass counterfeit bills. this video was posted on facebook, taken by a surveillance camera at a rite aid in solano square over the weekend. the man tried to pass three counterfeit $100 bills. he is 5'11", and has a blond buzz cut and was wearing what appeared to be a black security guard jacket. it may soon be a crime in

between 16th and 17th in the potrero hill neighborhood. the first call came in as a report of someone seen outside the building with a piece of metal that looked like a knife but as word spread someone believed there was an active shooter inside the building and they called 9-1-1. it turned out to be a false alarm. the building was searched, it was cleared and everyone was allowed back inside around 3:00 p.m. a utah man is being accused of making online threats to shoot youtube employees. police in or ram, utah, were contacted by youtube about comments and threats that go back to september. 35-year-old david swanson said when he said shoot, he meant shooting video. he was-freed on $100,000 bail. shoe companies are asking the trump administration to end the trade war with china. nike, addidas and underarmor

are one of 70 companies to send an open letter to the president and they say that 25% tariffs on footwear would be catastrophic to their customers and business. footwear is on the list of $300 billion worth of products that could face increased tariffs. president trump did not directly respond to the letter at the rally last night. but he did address companies that do have business interests overseas. >> if anyone that doesn't want to pay the tariffs has a simple solution, build your product in america >> now the trump administration is expected to talk about the proposed increase in tariffs with china next month. shoemakers are warning that higher costs from tariffs will be passed down to customers. santa clara county has filed a lawsuit to reverse a decision that kept millions of dollars from the 49ers annual tax bill. the county assessor is suing the property tax board that granted the retroactive refund of $36 million and reduced the

annual taxes by $6 million. the board says taxes should be split 50/50 between the city and the 49ers. they want the revenue back to fund schools and other government agencies. happening today the walnut creek city council will discuss more bike sharing and electric scooter options in the city. in january of 2018 walnut creek approved a plan for scooter operator asport of a pilot program. line bikes operated the program. line has not renewed its agreement now with walnut creek so the city is hoping to pair up with one or two other operators. a new bill in the state legislature would require registration of scooter rentals and it is one step closer to passing. scooter companies like bird or spin would be required to get permits from cities and they would have to agree to rules. the bill moves on to is state

good morning. governor gavin newsom will be at the henry robinson multiservice center later this morning to talk about homelessness. sara zendehnam has more. good morning, sara. >> reporter: good morning. we don't know exactly what he will announce yet, but governor gavin newsom proposed $1 billion to fight homelessness in his main budget revision up from the $625 million proposed in january. $650 million is set aside to cities and counties to build and expand emergency shelters and navigation centers that offer homeless services. oakland mayor libby schaaff visited ktvu last week where she talked about oakland being one of the first cities to get direct state allocation last year and how helpful it was. >> i am telling you, when we went up to sabrina this year and showed governor gavin newsom what we had done with the allocation last year he said to the tv cameras, today

case that allows him to use the frozal sperm to produce a child. the sport judge ruled the parents of 21-year-old west point cadet can attempt conception with a surrogate mother using the sperm from their late son. the parents have not decided whether or not they will try do that. he died in february. the time is 5:46. several dogs save from the a dog fighting ring in canada are now living in arizona. an animal rights group in florida found out about the abuse and worked with a rehab center to bring the dogs to the u.s. they were then taken to phoenix where the arizona animal welfare league is helping the dogs readjust. >> one of the dogs had to have massive knee surgery. another dog had to have hip surgery. one had a jaw rebuilt and one is ready to go. there is a lot of fear with them around other dogs because they were taught for years to hate and be negative, than that is not who they are as
